The Confessional (1976)

The Confessional aka House of Mortal Sin (1976) is a low budget horror film starring Anthony Sharp, Susan Penhaligon, and Stephanie Beacham. Father Xavier Meldrum (Sharp) hates sinners and he's gonna take it upon himself to punish any of his parishioners who dare disobey the good lord. When a teenaged girl with issues comes to his church to confess her sins, the first-person account of her dirty deeds sends the celibate preist even further off the deep end. He becomes obsessed with the girl and uses several measures (including murder and blackmail) to have her. 

As for skin, there's a scene were Father Bernard Cutler (Norman Eshley) is preparing breakfast shirtless.
